Connect a jumper wire or a toggle switch between Pin 4 and Ground.

The Dell D220P-01 will not output 12V power simply by plugging it into a wall outlet. It requires a "turn-on" signal, just like an internal ATX power supply. Locate (the Remote/PS-ON wire). Locate any Ground pin (Pins 5, 6, or 7). Connect a jumper wire or a toggle switch
To identify the pins, orient the plug so the locking clip or guide notch is facing upward. We will number them 1 through 4 on the top row (left to right) and 5 through 8 on the bottom row (left to right). The Dell D220P-01 will not output 12V power
